DORA in Downtown Manitowoc 

Take your drink on the go! The City of Manitowoc has established a Designated Outdoor Refreshment Area, commonly referred to as DORA. This program allows people to carry beverages purchased from licensed establishments within a designated area in downtown Manitowoc. Patrons are able to experience the riverfront, parks, public art, and local businesses while enjoying an alcoholic beverage. 

Rules

  • The DORA operates daily from 9 a.m. to 9 p.m. from July 11, 2025 to October 31, 2025. 
  • Beverages must be served in city-approved, unbreakable, and transparent or semi-transparent containers marked with a DORA sticker and the name of the participating business
  • Beverages must remain within the DORA
  • Beverages may not be carried into another establishment that sells food and drink
  • Consumption of alcoholic beverages is prohibited on private property without the owner’s consent
  • All state and local laws regarding the legal drinking age, public intoxication, and disorderly conduct remain in effect
  • Waste must be disposed of in proper receptacles 
  • Violations of these rules may result in fines and license revocation

Location

The DORA is limited to the designated area below within Manitowoc's downtown.  For the official map and rules, please read the City of Manitowoc's DORA Ordinance. Participating businesses will soon be marked on the map.

Businesses

Only establishments with valid liquor licenses can register annually for a DORA Permit from the City of Manitowoc to be part of this program. Permits are available through the City of Manitowoc Clerk's Office. All participating establishments are listed here:
