DORA in Downtown Manitowoc
Take your drink on the go! The City of Manitowoc has established a Designated Outdoor Refreshment Area, commonly referred to as DORA. This program allows people to carry beverages purchased from licensed establishments within a designated area in downtown Manitowoc. Patrons are able to experience the riverfront, parks, public art, and local businesses while enjoying an alcoholic beverage.
Rules
- Beginning in 2026, DORA operates year-round from January 1 through December 31 during the hours of 9 a.m. - 10 p.m.
- Beverages must be served in city-approved, unbreakable, and transparent or semi-transparent containers marked with a DORA sticker and the name of the participating business
- Beverages must remain within the DORA
- Beverages may not be carried into another establishment that sells food and drink
- Consumption of alcoholic beverages is prohibited on private property without the owner’s consent
- All state and local laws regarding the legal drinking age, public intoxication, and disorderly conduct remain in effect
- Waste must be disposed of in proper receptacles
- Violations of these rules may result in fines and license revocation
Location

Only establishments with valid liquor licenses can register annually for a DORA Permit from the City of Manitowoc to be part of this program. Permits are available through the City of Manitowoc Clerk's Office. 2026 participating establishments are:
